Designation can reach color and material
Stormwater has nothing to say about painting. Preservation can: on a designated property, changes visible from the street may be reviewable, and that can extend to material and finish on trim, porches and siding. That applies to a small share of the town, and neighborhood appearance is not a reliable guide to whether it applies to you.

Confirm designation before selecting colors
A townwide preservation program does not tell you your parcel's status, and the house next door is not evidence. Confirm it with the town, and confirm what is under the existing coating with whoever prepares the surface.
